Voucher Health Care is an improvement over the 2007 Universal Health Care Voucher Program proposed by Ezekiel Emanuel and Victor Fuchs. It has the same goal as UHV providing ALL Americans citizens with quality health care but eliminating Medicare and state programs like Medicaid with NO Value Added Tax (VAT).

Will give Americans freedom of choice to choose their own health insurance plan. The Government should not determine the coverages of the insurance plans but determine the average cost of these plans. Determining the coverage of these plans will only lead to higher premiums year after year. While giving Americans a set amount to spend will lead the insurance companies to compete for the voucher, leading to better plans and lower costs. The Government will only Mandate 100% acceptance, no denials for any reasons. No health plan or insurance company would be allowed to subject Americans to pretesting or to deny coverage on the basis of preexisting conditions. No one could be denied enrollment or renewal of coverage for any reason. Instead of health plans choosing their enrollees, as is effectively the case today, enrollees would be allowed to choose their health plan.
Funding is accomplished through the elimination of Government programs like Medicare and Medicaid. Corporations and businesses would contribute to the health care fund.Small businesses that currently struggle to pay for health care would be exempt from paying. State governments would benefit by not having to pay for employee life time benefits anymore,and not administrating health care benefits through state run programs.
